Object of study: the formation of preconditions cluster of agricultural production. Objective: To develop scientific and methodological foundations and organizational guidelines for the formation of cluster pre-conditions of agricultural production. Methods: analysis and synthesis, statistical groupings, abstract and logical, economic, statistical, correlation and regression, graphics, simulation and statistical modeling. Scientific novelty: for the first time developed a methodology for identifying rural areas of existing and prospective development of poles of development and growth points of major agricultural products as raw basics of creating agricultural clusters; processed organizational and economic models intereconomic interaction with the agricultural cluster of production: mesh and centrifugal; methodology of forecasting the development of competitive agricultural production based on indicative planning structure of crop production in compliance with the standards optimum ratio crops in crop rotations in different climatic zones and regions.
