Shevchuk О. Administrative and legal regulation of state control over the circulation of narcotics, psychotropic substances and precursors in Ukraine.

Dissertation is one of the first in Ukraine complex scientific research, which theoretically generalized and formed a system of modern doctrinal knowledge of the concept of state control over the circulation of narcotics, psychotropic substances and precursors in Ukraine substantiated proposals to improve the legislation based on the European and domestic experience. Based on the study of scientific publications and legal provisions studied and defined goals and objectives, object and subject, object and principles, forms and methods of state control over the circulation of narcotics, psychotropic substances and precursors, given their classification. The basic elements of structure of control legal relationships are worked out in the field of turn of narcotic facilities, psychotropic substances and precursors. The stages of becoming and development of legislation are gone into detail and distinguished in the field of state control after the turn of narcotic facilities, psychotropic substances and precursors depending on the concrete period of time. We present classification of types and directions of state control over the circulation of narcotics, psychotropic substances and precursors and established features of subjects of their supervisory powers, depending on the distribution into groups (general agencies, sectoral and special competence). The analysis of the international experience of state control over the circulation of narcotics, psychotropic substances and precursors, it is proposed for use in Ukraine. Draft Law of Ukraine "On the organization of the control of narcotic drugs, psychotropic substances and precursors". The proposals and recommendations on improvement of legislation in the sphere of state control over the circulation of narcotics, psychotropic substances and precursors.
