Essay

The concept of regional development in the context of improving the state regional policy is offered. The conceptual model of regional parity development in terms of decentralization is considered. The author offers mechanism of the state policy for regional parity development through implementation of optimization models of partnership "principal-region" and "region-beneficiary". The interpretation of the essence of regional parity development by identifying its development imperatives is considered. The theoretical model of the regional economic system's transformation as a complex interaction of development parameters is offered.
