Kalynovskyi B. Local Public Authority in Ukraine: Constitutional and Legal Principles of Functioning and Development

This thesis deals with constitutional and legal principles of functioning and development of local public authority in Ukraine. On the basis of analysis of doctrinal and regulatory-legal domestic and foreign sources, there are disclosed theoretical and methodological basis and legal regulation of local public authority, genesis, concept and essence, organizational structure, order of formation, functioning, guarantees of local public authority and responsibilities of its bodies and officers. A comprehensive analysis of the local public authority as constitutional and legal institute was carried out, offered the authorial opinion on the reform of local public authority as a part of constitutional reform, proposed ways to improve the organization and functioning of local public authority in Ukraine.
