The thesis presents the results of the research of theoretical, methodological and practical approaches to the formation of the concept of state regulation of resort and recreational services market in Ukraine. The researcher investigated methodological aspects of the evolution of resort and recreational sphere, revealed the genesis and developed a multi-level classification of resort and recreational services, examined the social determinants of health resort and recreation activities, formulated the basic principles of the value paradigm of resort recreation. The paper stated preconditions of market resort and recreational services in Ukraine, outlined the strategic priorities of its regulation in the context of sustainable development and the doctrine of social policy. The research offers the analyses of theoretical and methodological principles of state regulation of resort and recreational services, systematically updated and supplemented leverage of its classification regulation. The author formulated the concept of the resort rents, submitted guidelines for assessment of its financial capacity, proposed directions for improvement of rental regulation based on reducing the impact of fiscal and administrative levers in favor of voluntary market instruments royalty. The researcher defined principles of modernization of state regulation of resort and recreation sphere, providing a comprehensive combination of levers of state influence on the socio-economic processes of development and tools of self regulation of market conditions. The study revealed progressive tools of health insurance, introduction of targeted subsidies, reimbursement of expenses for treatment and rehabilitation of consumers resort and recreational services that allow to maintain and expand the current level of human development, improve the performance of treatment and recovery of the population compared to the current practice of social security of privileged and application regulatory approaches to the determination of compensation for health and recreational needs. The work revealed theoretical and practical aspects of market resort and recreational services, its structural organization, conducted the economic diagnosis of supply and demand, monitored pricing and competition. The researcher discovered methodological and applied aspects of the assessment of the dynamics of market size resort and recreational services, analyzed the problem of subordination health centers, improving the efficiency of the resorts in the state and local levels, geopolitical factors for destabilizing, disclosed prerequisites of economic security of resort and recreational activities, the development of the internal market of resort and recreational services in Ukraine. Much attention is paid to the development of agreed measures of fiscal adjustment, auctioning, the use of credit instruments, investment instruments, implementation of sustainable development programs of resorts in Ukraine. The author revealed fiscal and credit instruments of regulation of resort and recreational services, organizational and economic levers of activization of public-private partnership, the researcher developed methodical bases of evaluating the effectiveness of state regulation of resort-recreational clusters.
