Essay

Object of research: the system of public control. Objective: justification of the theoretical and methodological bases, the development of the scientific and practical recommendations concerning improvement of control in public administration of Ukraine. Methods: the analysis of philosophical, management literature, scientific domestic and foreign resources, legal and regulatory documents and materials for control activities; classification, systematisation of experimental data, generalization of the managerial expertise and innovation; comparative analysis and synthesis, forecasting; quantitative and qualitative analysis of the reference materials concerning control activities in Ukraine, national indicators of quality control system. Results: the theoretical and scientific bases have been substantiated, practical and scientific recommendations concerning improvement of control in public administration of Ukraine have been developed. Novelty: methodological approaches to the formation the system of control improvement in public administration of Ukraine have been proposed; the mechanisms of information and technical control based on the construction of the integrated computerized unified state informational, analytical and reference system have been improved; the methodical approaches to customs control have been further developed. The results have been implemented in the activities of the Kiev Regional Council, the State Fiscal Service of Ukraine, Committee on Taxation and Customs Policy of the Verkhovna Rada of Ukraine, the Main State Fiscal Service in Kiev, Academy of municipal management. Areas of use: public authorities, local authorities and self-government, businesses and non-government organisations.
