The dissertation reveals main trends and factors of information-educational environment of higher education: improvement of the learning environment of institutions and development of open, dynamic multidimensional real space for interaction and cooperation of the subjects of educational process, development of personal qualities of teachers and students while solving educational problems. One of the most perspective tools for creating and updating databases of training and teaching materials are cloud technologies (CT). CT prospects allowed to propose that unlike the traditional, educational software this software will be open and dynamic, elementary variable and susceptible for most teachers with different levels of IT competence. Theoretical and methodological principles of pedagogical training of primary school teachers in terms of information-educational environment of higher education were determined: availability of a system of interconnected IT tools, software tools for cloud services, which are designed for: openness and availability of selection and modification of management training activities tools, organization of interactive teaching; diagnostics and monitoring at all stages of education with a possibility to correct (use of personality-oriented approach) and feedback; tiered and differentiated approach in training activities with the possibility of obtaining continuous on-line and off-line help; flexibility of learning; The basic directions and factors of information-educational environment of higher education were opened: logical information technologies attraction, including cloud services; a model of the system of pedagogical training of primary school teachers in terms of information-educational environment of the institution, which consists of blocks: conceptual-semantic, organizational and technological; diagnostic and effective.
