The modern scientific and practical problems of the regional complex territorial and sectoral management structural reform are explores in the dissertation. The doctrinal basis of regional governance territorial and branch organizations administrative legal regulation are formed byauthor. Mentioned doctrinal basis is grounded on methodology of system analysis. This approach allowed us to generate theoretical propositions about the essence of the system approach to the management of the region with the aim of ensuring the management integrity, identifing trends in the region control territorial and sectoral organization formation and functioning, taking into account international experience and peculiarities of formation and functioning of regional governance in Ukraine.
