In the dissertation the theoretical generalization and a new solution of the scientific problem of administrative-legal protection, embodied in the same name theory, was made. The concept of administrative and legal protection, as an institution of administrative law, consisting of uniform rules of administrative law, the legal effect of which is aimed at the prevention of offenses and the restoration of violated rights, freedoms and legal interests of individuals and legal entities, are carried out with the help of administrative tools: forms administrative activities of the public administration, administrative coercion and administrative procedures.
