Research of this dissertation is focused on solving actual scientific and applied tasks, such as development of effective methodology of management allocation multiservice resource of macro network on the basis of the system collection and registration of information from networked levels in real time. For the first time was developed probabilistic adaptive model codec, which lies in forecasting the network that this uses the service. Improved algorithm transcoding and consumption CPU time to use the minimum amount of resources, necessary for the functioning of a specific service. For the first time was developed own method for full accounting CPU time, standard values in the quality of services, which allows to obtain the available resources specific user while his employment in the network. Improved dynamic algorithm reconfiguring network, which allows determining the spent volume of resources used to ensure the preset reliability. First developed methodology for calculating variations delay time packages in the network. It gives an opportunity to make a choice of optimal weight queue which leads to minimal jitter the queue at processing packages in multiservice macro network. First proposed elements plane and their functional model, incoming and outgoing options for the development of systems allocation of resources on the basis of collection and registration of information from networked levels of multiservice macro network in real time.
