The thesis is devoted to solving scientific and practical problems - the substantiation of the scientific and methodological foundations of state regulation of the national innovation system development in the integration changes conditions. The concept-categorical apparatus (thesaurus) of the economics theory, the national economy management and the innovation theory are in-depth. The work prove the feasibility of using the advantages of using the system-synergistic approach. It allows the most complete disclosure of the NIS essence and determines the effectiveness of state regulation of its development in the context of European integration.
