Object of research: process of management of human capital of enterprises. Objective: to develop theoretical and methodological provisions of resource providing of educational needs of enterprises in the conditions of a turbulent market environment, information uncertainty and expected risk, as well as scientific substantiation of practical recommendations for its implementation at the stage of limiting investment sources (resources). Methods: design analysis, structural analysis, comparative analysis, factor analysis, structural transformations, entropy, information technologies, correlation analysis, expert evaluations, risk theory, statistical. Novelty: for the first time, the theory of modeling of investment resources at manufacturing enterprises was developed, taking into account the harmonization of the complex of educational needs and services by means of allocation of their technological and educational components, the feasibility of creating an integrated system "enterprise - educational institution" was substantiated, which allows implementation of the model of management of investment resources in conditions of elevated risk taking into account the complex of educational needs and services of project management, a comprehensive optimization model of evaluation of correlation between the annual cost associated with the increase in the productivity of the workers of the enterprise, which was trained in advanced training courses, and the yield of teachers' bonds is developed, improved the method of assessing the efficiency of investment resources of enterprises in conditions of high risk, taking into account the harmonization of the complex of educational needs and services on the basis of the optimization criterion, scientific and methodological bases on the assessment of investment resources of enterprises, taking into account educational needs and services, mechanism for project evaluation of educational resources for managing industrial enterprises on the basis of an econometric model based information-thermodynamic approach and structural and logical mechanism of interaction between the education market and labor.
