The aim is to develop theoretical principles and methodological approaches regarding the scientific, organizational, economic and institutional provision of the process of managing the system modernization and development of enterprises of urban electric transport in the present conditions of functioning. The object of research is the process of managing the system modernization of enterprises of urban electric transport in the conditions of introduction of modern mechanisms of management. Subject of research - theoretical, methodological and applied principles for improving the efficiency of the operation of urban electric transport companies on the basis of their system modernization and improvement of their management mechanisms. Methods of research: analysis, comparison and synthesis; dialectical methods of cognition and evolutionary patterns; classification and ranking; mathematical statistics; methods of economic-mathematical modeling; methods of system analysis, criterion analysis and analysis of hierarchies, methods of probability theory and risk theory. For the first time - Theoretical and methodological principles of system modernization of enterprises of urban electric transport on the basis of introduction of structural-functional mechanism are grounded. The mathematical tool for determining the probability of failure in the operation of the route network, the practical application of which makes it possible to substantiate the choice of enterprises and transport routes MET. The scientific and methodological support for the formation of the automated payment system for travel (ASAP) was introduced, taking into account the technical and regulatory regulation of its functioning.
