Matsiuk V. Civil service in the system of labour relations: theoretical and legal problems.

The dissertation is devoted to systematic and thorough analysis of theoretical foundations of the civil service in the system of labour relations, as well as actual problems of a practical nature and the search for ways to solve them. In the scientific work the legal description of the essence of the civil service in the system of labour relations was carried out, its concept, role, genesis of development, as well as features were determined. The concept and features of labour legal relations in the sphere of civil service are established, in particular, the types of these legal relations in the field of civil service are considered. The peculiarities of the emergence, development and termination of labour relations in the field of civil service are highlighted. The subjects of labour legal relations in the field of civil service are investigated. The problems of the conceptual-categorical apparatus of the civil service in the system of labour relations, problems of provision of labour rights of civil servants and implementation of their labour potential, as well as the problem of bringing civil servants to responsibility, are identified. The ways of improving the legal regulation of the civil service according to the legislation in the field of labour are formed. The tendencies of further development of legal regulation of the civil service under the legislation in the field of labour are named. The ways of European integration and directions of borrowing in Ukraine of foreign experience of civil service according to legislation in the field of labour are outlined.
