The thesis is dedicated to issues of the concept development and the substantiation of theoretical and methodological principles of statistical support for management of development of "smart" sustainable cities in Ukraine, caused by wide introduction of information and communication technologies and the society informatization. Urbanization peculiarities in Ukraine as a push for development of the national concept of "smart" cities are described in the paper, modern scientific approaches to definition of economic categories discussable in the study, information and methodological support for management of development of "smart" sustainable cities in Ukraine are researched and systematized. The conceptual model of statistical support for management of development of "smart" sustainable cities based on an integrated system of city functioning is created with six components: "smart" people, "smart" life, "smart" mobility, "smart" environment, "smart" management, "smart" economy. This enabled determination of the system of indicators of the "smartness" of cities and communities in accordance with needs of the municipal government. The metadata system of the information model for management of development of "smart" sustainable cities is built, involving international standards of strategic and process levels, as well as international classifications, ensuring the compatibility of city systems and enabled their interaction and integration. The ICT sector is determined to be statistically evaluated in two directions: by developing an exhaustive list of ICT business activities based on ISIC Rev. 4 harmonized with NACE Rev. 2 and KWED-2010, as well as a list of ICT products based on CPC Rev. 2.1, harmonized with CPA Rev. 2.1 and CKP-2011. The main sources and problems of using big data in official statistics are analyzed herein. Their key features, characteristics and sources are determined and the concept of statistical analysis of big data is developed, which seems to be useful for statistical support of management of "smart" sustainable cities development. The directions of using big data of mobile communication operators for statistical purposes are formed basing on the analysis of international scientific approaches and research results. Statisticians-analysts' skills required for operation with big data are determined. An information base, scientifically substantiated, that meets requirements of international standards is proved to be needed to develop a national strategy for development of "smart" sustainable cities in Ukraine. Particular attention is paid to developing a system of indicators for "smart" sustainable cities development in Ukraine and a statistical assessment of the Ukrainian communities' readiness to implement the "smartness" concept. For this purpose, the theoretical and methodological principles are formed to create indicators of sustainable cities development in Ukraine according to standard ISO 37120 that when applied to national conditions enables innovations to be introduced and technological and optimal solutions to be found for solving urban problems and identifying tendencies of sustainable development. The main characteristics of the selected groups are studied by results of the multidimensional grouping of the world cities by main indicators characterizing the sustainable development of cities. It is revealed that the discriminant analysis results using constructed cluster models with most important structural and functional features of the studied cities help determine which group of cities in the world this or that city of Ukraine should be related to. Key indicators of the effectiveness of "smart" sustainable cities are determined and the reasonability of their use to design multidimensional indicators of "smartness" and "sustainability" of Ukrainian cities is justified. In order to increase the information base and to improve the quality of official ICT statistics for evaluation of innovative services used by "smart" people, the set of indicators in telecommunications and ICT is offered to expand by introducing new indicators for e-commerce. The developed methodological principles for assessment of the Ukrainian communities' readiness to implement the "smartness" concept, namely, the evaluation of impact of actions and potentials of certain regions of Ukraine on availability of the network infrastructure and access to ICT, a level of the ICT use in society, researches of the ICT export-import potential, statistical evaluation of territorial development of the information society in Ukraine basing on the adapted international methodology of multidimensional analysis, are considered to be a scientific basis for substantiation of management decisions by the relevant local authorities.
