Essay

The thesis represents the development of the modern concept of regulatory policy in Ukraine and its implementation. The paper analyzes the stages of the formation of modern regulatory policy in Ukraine. The concept of regulatory policy and hypotheses that form it are constructed. The understanding of regulatory policy in terms of public administration, legal aspects and economics has been clarified. A morphological analysis of the concept of "regulatory policy" has been carried out on the following components: essence, mechanism of action, sphere of realization, purpose, on the basis of which the author's definition is proposed. The classification of levers in the regulatory policy of the state is proposed based on the criteria of the nature, type and direction of influence. The conceptual model of the state regulatory policy in Ukraine is developed and its structure is provided, which includes the following components: influence factors, levers and goals, each including a number of elements. The methodical approach to the analysis of the conceptual model of regulatory policy is offered. The matrix of the allocation of groups of factors is constructed depending on intergroup and intragroup influence. The influence of elements of the conceptual model of the state regulatory policy, their activity and interaction are analyzed. Taking into account the results of sensory analysis, a cognitive map of the regulatory policy model was constructed, and scenarios have been proposed that reflect the influence of factors and the need for activation of groups of levers to reduce the negative consequences for the national economy.
