Biloskurskyy R. State regulation of national ecological and economic development

The dissertation is devoted to the formulation of theoretical and methodological together with practical basis of state regulation of ecological and economic development of the national economy with the objective of creating a competitive ecological economy in Ukraine. The paper substantiates the relevance of the research of the ecological and economic development of the national economy, formulates the conceptual and terminological basis for its study. The essence, main principles, tasks and components of the system of state regulation of ecological and economic development of the national economy are determined throughout the research. Mechanisms of state regulation of ecological and economic development are classified by normative-legal, administrative, financial-economic, and informational groups. Particular attention is paid to the institutional basis of state regulation of the ecological and economic development of the national economy of Ukraine. Institutes are divided to those which regulate and those which are regulated. The basic forms of institutional interactions that cover public-private partnership and development of the "third sector" are determined. The system of horizontal and vertical links of state structures for ensuring ecological and economic development is elaborated. The advantages of modeling ecological-economic systems and use of balances as a method of ecological and economic development of the national economy are substantiated. The importance of modeling in the development of inter-industry balances, in particular using the scenario approach, is emphasized. The content of environmental and economic balancing is disclosed, environmental and economic interests, coordination of which is aimed at aforementioned balancing, are highlighted. The strategic priorities of the development of the ecological economy of Ukraine in the context of the multi-term perspective of achievement are determined. The sectoral structure, state of the budget financing and investment funding of ecological and economic development of the national economy of Ukraine are analyzed. The main directions of ecological entrepreneurship as a potential sphere of attraction of ecological investments and innovations are systematized - specialized enterprises that produce and implement environmental investments and innovations and are dependent on the use of environmental resources and their conditions and thus provide eco-services. The differences between nature-oriented investments and environmental and economic development investments are determined. The complex analysis of the current state and the problem of usage of the natural resource potential of Ukraine and its regions are carried out. The priorities of adaptation of foreign experience in the field of sustainable ecological and economic development and development of ecological entrepreneurship, in particular, in the areas of taxation, budget financing, export-import activities, battling illegal use of nature, and stimulation of environmental entrepreneurship, are proposed. Recommendations on priority measures of the ecological and economic development of the national economy’s policy are presented in the context of the main types of natural resources and taking into account processes of ecological globalization. The purpose-oriented strategy of Ukraine's ecological and economic development for the formation of an ecological economy with the initial formation of the ecological sector, the "core" of which should be alternative energy, is substantiated. The main stages of the formation of the ecological economy of Ukraine as the goals of the strategies of ecological and economic development are highlighted. The content of the policy of ecological and economic development of the national economy is defined and conceptual approaches to its formation in Ukraine are proposed.
