The thesis examines the theoretical, legal, and practical issues of determining the constitutional and legal status and mechanisms for implementing strategic acts. The thesis provides author's definitions of such concepts as a strategic act, strategic law-making activity, pre-election program, agreement on the formation of a coalition in the Verkhovna Rada of Ukraine, Action Program of the Cabinet of Ministers of Ukraine, etc. The author systematized the hierarchy of strategic acts of the authorities and developed a classification of strategic acts of the Verkhovna Rada of Ukraine, the President of Ukraine, and the Cabinet of Ministers of Ukraine. The thesis contains an analysis of provisions of scientific and legal documents, which allowed determining the main flaws of the current constitutional and legal regulation of the strategic law-making activity of the authorities and mechanisms for the implementation of their strategic acts. The author proposes to introduce amendments and additions to: the Constitution of Ukraine (to determine the authority of the parliament and the Head of State regarding the adoption of non-normative acts, etc.); the Regulations of the Verkhovna Rada of Ukraine (to organize the system of various types of acts of parliament, to determine the peculiarities of adopting non-normative acts, to determine the principles of participation of civil society institutions in the formation of state policy, etc.), and other acts.
