Paryzkyy I. Government regulation of innovation and technological changes in the national economy

The thesis is devoted to the solution of theoretical, methodological and practical issues of state regulation of innovation and technological changes in the national economy. The theoretical conceptualization of the innovation and technological development of the Ukrainian economy was realized in the work, on the basis of which the author's approach to the definition of the foundations of state regulation of innovation and technological changes in the national economy was formed. The theoretical foundations for determining the effectiveness of state and administrative measures to regulate and stimulate innovation and technological changes in the national economy, the implementation of the management mechanisms of the innovation and technological infrastructure, taking into account the basic programs for the development of innovation infrastructure and organizational and infrastructure support of the innovative development of country. The possibilities of adaptive application of foreign mechanisms of regulation by innovative technological changes, the formation and implementation of innovative strategies of the developed countries in the domestic business environment are argued. They are guided by the peculiarities of the functioning of individual countries (Japan, USA and Europe) when moving to an innovative development model. Approaches to the definition of sectoral elements of state regulation by innovation and technological changes in the national economy have been supplemented, providing for the identification of priorities for state innovation, scientific and technological development of the branches of the national economic complex, depending on their innovative and technological condition, as well as on the technological structure of the branch economy. The approaches to the analysis of management of innovative and technological transformations of the Ukrainian economy in the context of administrative-territorial division and sectoral focus are improved. The author suggests ways to improve the methodological basis for assessing the international competitiveness of a country and an individual enterprise using methods of economic and mathematical modeling. The recommendations on improving the classification of risks of innovation and scientific and technological activity and the theoretical and methodological provisions of assessment and innovation risk are made, which are based on the calculation of the integral index of innovation risk, including socio-economic, regulatory, production, financial, information, personnel, scientific and marketing risks. Authors' approaches to the formation of a scientific hypothesis of state regulation of innovation and technological changes in the national economy are proposed. Three-level model of strategic regulation of innovation and technological changes in the national economy are developed, aimed at increasing the international competitiveness of the national economy.
