Halytskyi O. Organizational and economic principles of state regulation of agrarian production in Ukraine: theory, methodology, practice

The dissertation is devoted to the substantiation of theoretical and methodological principles and the development of practical recommendations on the functioning of the organizational and economic mechanism of state regulation of the development of agrarian production. Identified instruments of state regulation of agrarian production and systematized and adapted foreign experience of state regulation of agrarian production to domestic conditions. The present state of state regulation of agrarian production in Ukraine is estimated. The structure of the methodical approach to the evaluation of the effectiveness of the instruments of the organizational and economic mechanism of state regulation of agrarian production is proposed, which shows the hierarchical connection between resource sources, the direct regulation process and the final result (socio-economic effect) that needs to be achieved. It is determined that the basic and determining institution for the development of agrarian production in Ukraine is the institution of the state, which covers the system of legislative, executive and judicial bodies, functioning of which affects all components of public life. The concept of improving the organizational and institutional structure of state regulation of agrarian production is substantiated. The necessity of forming the structure of the adaptive mechanism of state regulation of the development of agrarian production is substantiated. Adaptive mechanism of state regulation of agrarian production will help solve the tasks of increasing the efficiency of state regulation by balancing the distortions and disproportions of the target characteristics of strategic alternatives to functioning. The algorithm of the development and implementation of the state regulation strategy for agrarian production development, which is characterized by complexity and completeness and provides for a sequence of certain stages, is proposed. The model of state regulation of innovation and investment processes in Ukraine is developed, which includes two interconnected regulatory blocks. The conceptual and methodological structure of the integrated organizational and economic mechanism of state regulation of the development of agrarian production was constructed.
