In the thesis analyzed the theoretical and practical problems of legal regulation of employment and professional development of civil servants in Ukraine. The general theoretical description of the legal regulation of employment and professional development of civil servants is carried out, the concept of professional development of civil servants is defined. The retrospective of legal regulation of employment and professional development of civil servants is analyzed, principles and guarantees of legal regulation of employment and professional development of civil servants are explored. Specifics of legal relations concerning employment of civil servants are outlined. Stages of employment of civil servants are highlighted. The significance of each side of the legal relationship regarding the employment of civil servants is determined. The content and constituent elements of legal relations concerning employment of civil servants are revealed. The peculiarities of employment of some certain categories of civil servants are substantiated. The characteristic features of emergence, development and termination of legal relations in the field of professional development of civil servants are presented. The ways of solving problems of legal regulation of employment of civil servants are described. Particular attention is paid to the issue of European integration in the field of work of civil servants.
