In the dissertation work the actual scientific and applied problem of estimation of implementation of programs of development of organizational and technical systems (OTS) at the pre-investment stage by the development of a methodology and corresponding information technology for the analysis and synthesis of structural, informational and functional models of the investigated OTS under uncertainty conditions is solved and solved. The principles are formulated and the structure of the methodology for evaluating the implementation of the programs of OTS development at the pre-investment planning stage is developed. The mathematical models of the OTS development program under uncertainty conditions are developed. The structural-parametric model of decision making task on the choice of business processes (BP) of the logistics cycle of the OTS and multi-criteria models for the estimation of BP in conditions of uncertainty have been developed. The task of developing the simulation agent model for describing the dynamic parameters of logistic processes of the OTS for the estimation of the bulk and time characteristics of development programs was solved. Information technology of decision support (ITDS) for proactive management of OTS development programs in conditions of uncertainty is developed.
