Ovchunnikova V. Theoretical and methodological aspects of strategic management of the development rail transport in Ukraine.

Object - the process of strategic management of the development of rail transport. Goal - develop theoretical and methodological principles, methodological approaches and practical recommendations for the formation of a strategic management system for the development of railway transport, which is based on a set of mutually agreed strategic actions at all levels management of the industry in the context of ensuring its high-intellectual development. Methods - comparative analysis and graphic method, systematization and classification, morphological analysis, modeling, expert and calculation-analytical, abstraction and logical analysis, system approach, analogy and extrapolation. Novelty - for the first time: three stages of the strategic management of railway transport have been identified; conceptual provisions strategic management of rail transport development are developed; the model strategic management of railway transport development is formed; the concept of strategic knowledge management in railway transport is proposed; improved: the approach to state regulation of strategic development of rail transport; theoretical positions regarding the formation the mechanism of state management of investment processes in railway transport; theoretical foundations of state administration and stimulation of development of international strategic cooperation of railway transport; approach to SWOT analysis of rail transport activity; approach to strategic management of inter-branch associations with the participation of rail transport; a methodical approach to assessing the potential of strategic changes in rail transport; theoretical and methodological principles of strategic management of the production potential of rail transport; was further developed: systematization of problems of development of railway transport of Ukraine; strategic management tools for the development of rail transport in the context of cross-industry business cooperation; organizational and methodological support for the formation and implementation of an investment strategy for rail transport. Results - theoretical and methodological principles, methodical approaches and practical recommendations for strategic management of railway transport development are formed.
