Nyenno I. Formation of state marine policy of Ukraine in the context of creating effective business-models of port development

The object of research is: at the macro level - processes of formation of the state maritime policy of Ukraine; at the micro level - creation of business models of sustainable development of sea ports of Ukraine. The purpose of the research is developing and substantiation of theoretical and methodological and scientific-practical approaches to the formation of state maritime policy on the basis of realization of effective business models of sustainable development of sea ports of Ukraine in order to maximize the creation of common value at the macro and micro levels of the economy. The methods of research are: institutional, causal and system analysis; semantic and morphological analysis; grouping; reflection; interview; analysis of primary documents of management and financial reporting; financial and economic analysis; analysis of the organizational structure of the enterprise; analysis of risk fields; expert evaluation. The concept of formation of state maritime policy has been formed by hierarchizing theoretical and methodological provisions, methodological, instrumental and organizational approaches to the sustainable development of Ukrainian seaports; a holistic approach to resource and organizational support for the implementation of business models of seaports has been developed; the methodical approach to managing the risks of policy of development of the capacity of sea ports at three levels has been proposed; the concept of a seaport business model has been proposed for the first time. The classification of preconditions for the development of the maritime port sector, represented by three groups (historical geopolitical, economic and legislative), as well as the grouping of factors of development of sea ports; practical approach to the structured assessment of a business model through the calculation of key indicators of its decomposition and visualization; conceptual provision for risk assessment of maritime business models have been improved. The substantiation of expediency of use of non-institutional tools for studying the processes of constructing business models; ontologization of the definition of "common value"; a methodology for assessing the international potential of sea port development; comprehensive scientific vision of the priorities of improving the institutional support for the implementation of business models of seaports; theoretical principles of the formation of state maritime policy in the management of the implementation of business models of seaports; comprehensive scientific vision of the concept of a business model of a sea trading port on the basis of an expanded interpretation of its purpose; theoretical and methodological approach to the analysis of the business model of the seaport of the European model of business perfection, the European Model for Business Excellence EFQM Excellence Model for Total Quality Ports have been further development.
