The thesis reveals the legal and administrative aspect of modern tendencies of the transformation of the procedural status of the prosecution arising out of the constitutional processes of modernization and directly related to the improvement of the forms and standards for the protection of the rights and freedoms of citizens, rights and legitimate interests of legal persons, strengthening their effectiveness. A scientific problem on the filling the content with the latest knowledge about the nature of the basic categories of "procedural competence" is solved, which is the theoretical basis for the formation of a legal and administrative model of procedural competence of the Prosecutor's office.
