Essay

The dissertation is devoted to the development of the methodological foundations of the concept of the innovative development mechanism`s formation and functioning for enterprises of pulp and paper industry, and applied scientific and methodical principles of the development of branch enterprises, while taking into account the transformations in external environment. Based on the systematic approach, there has been proved the dialectical contradiction of the basic theories of the development of economic systems, the emergence of which is due to both the speed and chaotic nature of the challenges of the environment, and the slow response of the management subsystems. The conceptual principles of modelling an innovative mechanism of enterprise development, which include the preconditions of the formation of an innovative mechanism, processes that ensure the functioning of the innovation mechanism, as well as the factors and instruments that launch the innovative mechanism, are developed.A conceptual framework for the formation of an innovative mechanism for the industrial enterprises is developed, the principal feature of which is the isolation of three components in the structure of the mechanism: economic, organizational and social, as well as the establishing of key processes (diagnosis, interaction, influence, implementation, transformation) that mediate the interactions of functional subsystems. The key elements of the innovation mechanism are determined, which depend on the type of innovations being implemented by the enterprise, namely principles, resources, factors, methods, and tools. It is determined that the formation and effective functioning of the innovative development mechanism of a pulp and paper enterprise depend on the nature of the transformations that take place in the industry in Ukraine and in the world. A methodical approach is developed for the evaluation of the industry environment for the pulp and paper enterprises development, taking into account the specifics of the industry. For the practical analysis of the external environment factors, a map of the evaluation of the environment of the pulp and paper industry enterprises was proposed, in which the environmental parameters are distributed to those that stimulate and those that restrain the development of enterprises. The methodical approach to the evaluation of the innovative potential of a pulp and paper enterprise, which takes into account transformations in the external environment of enterprises, is proposed. The initial task of the developed methodological approach was the formation of a system of indicators of innovation potential, tracking the changes of which it can be concluded about qualitative transformations inside of the enterprise, transition to a new trajectory of its development or ensuring sustainable development in the context of the existing environment. The basic point in developing this technique was the need to consider the company as part of the world economy, which led to the need to allocate an export component in the structure of innovation potential. To ensure the effective functioning of the innovative development mechanism at the enterprise level, a system of methods is proposed that encompasses three groups of methods for ensuring the development of enterprises in the industry: organizational, economic and social methods. The scientific and applied principles for ensuring the functioning of the innovative mechanism at the enterprises of the pulp and paper industry are developed, in particular, the system of vectors of innovation development of the pulp and paper enterprise and the types of targeted innovation orientations, which determine the functioning nature of the mechanism, are proposed. It is proposed to distinguish between seven types of targeted innovation orientation of enterprises: supporting, preventing, synergetic, protective, balanced, absorbing and niche, for each of them the basic types of innovations, innovative strategies, projects, processes and organizational subsystems are defined, the use and activation of which will provide innovative development of pulp and paper industry enterprise. The evaluation of the effectiveness of the innovation mechanism introduction in the production and commercial activity of pulp and paper enterprises is proposed to be carried out using the percolation theory. The perspective directions and organizational forms of activation of innovative development mechanisms of pulp and paper enterprises are defined, namely: technological transfer and formation of technological paper cluster. There was carried out an assessment of the feasibility of using a technological transfer and the creation of a paper cluster for activation of the innovation development at the paper industry enterprises,based on cognitive modeling and use of fuzzy logic tools.
