Kuchyn S. Improvement of the state regulation by the economic mechanism of culture sphere in Ukraine

The thesis researches the entity and significance of the development of the cultural sphere and its infrastructure for the development of the national economy is substantiated. The components of the cultural sphere as a producer of economic, cultural, spiritual and social services have been analyzed. The peculiarities of state regulation of the economic mechanism of the cultural sphere under market conditions are revealed. The main problems of adaptation of the cultural sphere to the conditions of a market-type economy are revealed and the interconnected primary problems of state regulation by the economic mechanism of the cultural sphere are structured. The specifics of the process of production, labor results and pricing the cultural sphere as a determinant of the corresponding policy of development of the cultural sphere in Ukraine are determined. The modern tendencies of economic development of the sphere of theatrical and cinematographic art, museum and library affairs, as well as the sphere of education in Ukraine are analyzed. The essence of the security of the cultural sphere is disclosed and recommendations are offered for the improvement of the provisions of the state policy for the development of the sphere of culture. The recommendations on the improvement of the state mechanism for the realization of the educational function in the sphere of education as a factor in the development of the cultural sphere have been developed. The improvement of the mechanism of state regulation of the employment policy with the aim of forming human capital as a factor in the development of the cultural sphere in Ukraine is proposed. The modern priority directions of perfection of state regulation by the economic mechanism of the cultural sphere in Ukraine are determined. Effective stimulating and motivational means in the cultural sphere were revealed as factors in the implementation of the mechanism of state regulation. Developed scientifically-grounded proposals for improving state regulation of the economic mechanism of culture sphere. Practical recommendations are given on improving the provisions of the state policy to ensure the development of the cultural sphere in Ukraine by means of state regulation of its economic mechanism.
