Hrynkevych O. Competitiveness Governance of Ukraine’s Higher Education (Methodology of Analysis and Monitoring System).

The thesis offers the integration of economic and managerial theories into the study on the problem of increasing higher education system (HES) competitiveness in Ukraine. The evolution and institutional models of HES development as well as the factors of its transformation under the conditions of global competition for intellectual resources are covered. The conceptual model of institutional analysis in the governance of HES competitiveness is offered, that is based on the interests of stakeholders, the potential and results of the activity of higher education providers, the criteria of quality, social responsibility and economic efficiency. Taking into account the international experience, the economic justification for the effectiveness of the introduction of graduates’ employment monitoring in Ukraine is carried out. The multi-factorial model of tuition fees at universities of Ukraine is offered, that ensures an increase in the efficiency of price policy of Ukrainian HEIs. The main components of the mechanism of the state order for the training in Ukrainian HEIs and the directions of its improvement are determined, that are based on methods of forecasting the demand for graduates with tertiary education in the market sector of the national economy, as well as on the demographic forecasts of the potential demand for higher education among secondary school graduates. The methodology of the system for monitoring the competitiveness of Ukraine’s HES as well as the mechanism for its implementation are suggested. The strategic priorities of increasing the competitiveness of Ukraine’s HES are substantiated, taking into account the processes of its integration into the global space of HE, global, regional and national long-term programs of social development as well as the definition of an appropriate system of target indicators.
