The thesis is devoted to the solution of topical issues of the development of the theory and practice of managing a logistics system of a cluster of industrial enterprises. A complex and systematic study of the functioning of the logistics systems of business entities has been carried out to form the theoretical, methodological and practical provisions of the management of the logistics system of a cluster of industrial enterprises. This provides for creating a long-term stable equilibrium for all subjects of the "supplier-producer-consumer" logistics system, and, as a consequence, distinguishing communities of enterprises that are network analogues to clusters. The study analyzes the basics of logistics development and proposes effective approaches to managing material flows, using a complex integrated assessment of suppliers and a method of inversely proportional distribution of inventory deficiencies in supply management, which will ensure high efficiency of logistics activities. The necessity of forming a strategy of logistics systems, which would ensure their high competitiveness, has been substantiated. The study has proposed economics and mathematical tools for identifying logistic clusters by searching for communities of multilayer networks through the graph modulus, and distinguishing the communities of enterprises that are network analogues to clusters.It has been recommended to evaluate the readiness for integration, using an integration level indicator as the average probability of an enterprise belonging to the integrated class. The need for rendering the state support to industrial logistics clusters has been substantiated, which should take into account the results of their performance.
