The thesis is devoted to the development of theoretical and methodological principles for applying the provisions of the theory of cooperative alliances in the process of state regulation of rental relations in the national economy, forming a scientific and methodological basis for the harmonization of socio-ecological and economic interests of the state, local communities and fuel production enterprises in the process of natural resource rent distribution and redistribution. The paper outlines the methodology of participatory management of the stakeholder collaboration in the implementation of rental relations, the assessment of the effects and risks of their interaction in the fuel industry, the development of strategies and scenarios of the collaborative alliances between the state, local communities and enterprises, and includes the grounded principles of social responsibility of the state in the process of regulating rental relations in the national economy, etc. It is offered a system of criteria for the coordination of interests in the system "state – territorial communities – enterprises" for the natural resource rent distribution and redistribution. It was developed an economics-mathematical optimization model for a differentiated adjustment of the rental income redistribution structure within the alliance. It is proposed the economic and mathematical tools for ranking social, economic and environmental risks in the creation of collaborative alliances in the fuel industry, the rental income differentiated distribution mechanism of the fuel production enterprises based on their participation in the area restoration after the natural resource extraction.
