Voloshenkо A. State regulatory imperatives for counteracting systemic corruption in the national economy

The thesis is dedicated to scientific substantiation and development of theoretical, methodological and practical aspects of the use of state regulatory imperatives in counteracting systemic corruption in the national economy. In the thesis work the research of the genesis of scientific theories and views of domestic and foreign scientists on the basis of the origin and perception of corruption in society have been carried out. The preconditions for formation and development of corruption as a systemic, permanent reproducing phenomenon in the national economy have been determined. The specifics of the basic types of corruption in the national economy are revealed. The separate aspects of occurrence, the constant characteristics and internal connections of corruption as informal institutional education are identified and analyzed. The relationship between corruption and providing intermediary services in the business environment is explored. It is proved that imperfect institutional and legislative provision of entrepreneurial activity is a corruption-causing factor that creates additional reasons for the recourse of entrepreneurs and individuals to intermediaries. The multilevel system of negative externalities of corruption as a significant threat for Ukraine's economic security is substantiated. The expediency of using the model of rationality of a crime during the development of state regulatory imperatives of anti-corruption counteraction is proved. The modern derivative manifestations of systemic corruption have been analyzed; legislative and legal principles of state regulatory mechanisms for its counteraction have been generalized.The determinants of systemic corruption are defined and the main actuals of effective counteraction on the European integration path of Ukraine are substantiated. The necessity and importance of the introduction of e-government institutions on the basis of the blockchain system of anti-corruption countermeasures are proved. The use of a complex assessment of the level of corruption in the national economy is proposed on the basis of the analysis of methods of measuring corruption. The conceptual provisions of anti-corruption dirigisme as a system of state regulatory imperatives from the standpoint of objective necessity, role and place in the management of the national economy are formed. The substantive-meaningful interpretation of anti-corruption conductivity according to the peculiarities and requirements to it in modern conditions is substantiated. The study of corruption risk management in the system of anti-corruption dirizhism has been conducted. Methodological approaches to the modeling of anti-corruption dirigisme have been developed in the scientific work. The structural-logical scheme of the model of anti-corruption conductivity has been developed.
