Pishenin I. Labor potential of transport infrastructure of enterprises of agro-industrial complex and strategy of its modernization in modern conditions

The dissertation is a manuscript, which substantiates theoretical and methodological principles and develops practical recommendations for the formation, management and reproduction of the labor potential of the transport infrastructure of Ukrainian agro-industrial complex in conditions of modernization challenges. The essential characteristics and features of management of labor potential of agribusiness enterprises in the direction of harmonization of its interests with the participants of economic relations within the framework of transport infrastructure are determined. The theoretical principles of formation of the labor potential of agribusiness and the evolution of its development in the transformation period are revealed in the paper. Essential characteristics of labor potential and evolutionary views on the impact on the formation and development of the sectoral economy. The role of labor potential in the development of the agro-industrial sphere and its interrelation with the processes of the formation of transport infrastructure, as well as the peculiarities of management of the labor potential of agribusiness enterprises in the direction of harmonization of its interests with the participants of economic relations within the framework of transport infrastructure. The methodological approaches to determining the level of efficiency of the labor potential of the transport infrastructure of the agro-industrial complex of Ukraine, the main principles and factors of exogenous and endogenous influence on the modernization processes of sectoral convergences of agro-enterprises and transport infrastructure are substantially presented. The methodological approaches to assessing the effectiveness of the labor potential of transport infrastructure in the coordinates of the regional space with the focus on the activation of foreign economic activity of transport infrastructure enterprises of agribusiness enterprises are determined. In the context of the transformational changes that take place in the country and the strengthening of globalization processes, the role of labor potential as a key factor in the competitiveness of agribusiness enterprises is growing significantly. This requires specification of the essential characteristics and comprehensive research on the efficiency of the use and reproduction of labor potential. The main strategic factor shaping the financial core of the agroindustrial complex is the transportation of agricultural products. Transport is the key driver of the economic system not only of agribusiness, but also of the economy of the state. The national transport strategy for 2030 envisages the creation of a new infrastructure reality, which significantly influences the modernization of agricultural complexes. This situation requires additional research on the strategic prospects for the creation and development of transport infrastructure of the agro-industrial complex and the features of its resource support. In the course of the research, it was determined that the main condition for the formation of an innovation-investment model for the development of transport infrastructure of the agro-industrial complex is public-private partnership as the basic component of the modernization perspective of the transport infrastructure of the agro-industrial complex. This significantly contributes to integration processes in the context of Ukraine's accession to the EU and the strengthening of foreign economic cooperation. The strategic perspective of the development of transport infrastructure enterprises of the agroindustrial complex is the formation, development and reproduction of labor potential. In the course of the research, it has been proved that the efficiency of labor potential utilization has significantly decreased in recent years (by 18-21%). In the structure of export-import operations, the decline is 15-23%. Therefore, the main process of capitalization of labor potential of transport infrastructure and institutional mechanisms of forming a synergistic effect from the harmonization of the use of labor potential of transport and agrarian enterprises are the main vector for improving the system of development management and reproduction of labor potential in sectoral spheres of economic activity.
