The thesis is devoted to the development of a new theoretical and methodological approach to ensuring the development of the production of liquid motor fuel in Ukraine. In the thesis for the first time, the problem of ensuring the development of liquid motor fuel production in Ukraine is considered from the standpoint of the synergetic paradigm in the context of strengthening Ukraine's energy security using the following principles: openness – taking into account the influence of the external environment on the development of external and internal markets: multivariateness, uncertainty and nonlinearity – with modeling scenarios for the development of production from different types of synergies; nonequilibrium – in developing an analytical model for analyzing supply and demand in the market. The conceptual and logical model of development of production of liquid motor fuel production in Ukraine, which consists of three blocks: analytical, scientific and organizational support, which in turn includes a number of consecutive actions that are theoretical and methodical; The methodical approach to identification of models of liquid motor fuel market of Ukraine and EU member states based on their market conditions is substantiated according to the criteria: dynamism characterizing the stage of the life cycle of a particular market; diversification that determines the essence of the development of inter-fuel competition; proportionality, which evaluates the conformity of the structure of domestic production to consumer needs; orientation that characterizes the orientation of internal production to meet external or internal needs; The methodical approach to the estimation of energy safety in the field of production and consumption of liquid motor fuel in the country is proposed based on a structural-logical analytical model, which is derived from the supply and demand model and includes the components: energy adequacy of stocks, which is responsible for providing production with proven stocks PFER; the internal security of consumption, which is responsible for ensuring the consumer needs of the withdrawn PFER for its production; the export orientation of production, which reflects the dependence of production on the external markets; import dependence of consumption, which reveals the importance of import supplies in the provision of consumer needs; Foreign trade balance of trade, which determines the rationality of building foreign economic relations to meet national needs; The methodical approach to determination of risks, stability and problems of energy safety in the field of production and consumption of liquid motor fuel in the country, based on the use of partial indicators and positioning results in quadrants of corresponding matrices, is proposed; The methodical approach to the selection of efficient technologies for the production of liquid motor fuel from different types of energy resources in Ukraine is grounded, which consists of a comparative characteristic of consumer properties of liquid motor fuel types from different energy resources, the main features of the technologies proposed for implementation, and also their effectiveness evaluation for integral and partial indicators.
