The object of the research is processes of industrial potential development, its economic evaluation and state administration. The research aims are to the development of theoretical and methodological and applied principles for conducting a comprehensive economic evaluation of industrial potential and the formation of a conceptual framework for managing its development in the context of the formation of an innovation-oriented model of economy. The author used such methods as: semantic analysis, comparative analysis, grouping, statistical analysis, integral estimation, forecasting, factor analysis, fuzzy cluster analysis, structural-logical modeling, multi-factor correlation-regression analysis, system, abstract-logical methods. The theoretical value of the thesis refers to formation of the conceptual basis for the management of development of industrial potential in the conditions of the formation of an innovation-oriented model of economy. Scientific novelty of the results: for the first time there is developed the system of indicators of complex economic appraisal of industrial potential is grounded on the conditions of polycomponentness, a set of models of formation of a favorable innovation environment was proposed, developed in accordance with the typology of intellectual-innovative industrial clusters, there is improved categorical apparatus of the theory of potentials, the modern factor concept of development of industrial potential, the concept of state management of development of industrial potential, there are developed the structural components of industrial potential, the conceptual basis of state management for the development of industrial potential, methodological provisions for assessing the effectiveness of structural changes in the factors of influence on the development of industrial potential, methodological provisions for assessing the economic efficiency of the mechanism of state administration, balanced development of industrial potential. The subject of research refers to development of conceptual, methodological and applied provisions for the elaboration of the principles of economic appraisal and state administration for the development of industrial potential as an integral characteristic of the national economy in the context of the formation of an innovative development model. Author’s recommendations are used during conducting complex economic appraisal and state development of industrial potential. The sphere for the use of author’s recommendations is revered to public authorities.
