Theoretical and methodological principles of development of the national economy energy-effective model formation of the country are substantiated. Deepened effective approaches to public administration and energy efficiency and energy saving in the economy of the country in terms of European integration processes and compliance with European standards in the aspect of efficient use of energy resources. The SWOT analysis of the implementation of stimulatory regulation is carried out. The indicators of households are analyzed on the level of material well-being. Ways of improving the methods and ways supporting customers in the energy market of Ukraine. Approaches to determining the category of vulnerable customers. Тhe approaches to the interpretation of the social and economic essence of the definition of «corporate social responsibility». The indicators of the general quality indicator of energy services assessment and the scheme of formation of the corresponding system of the company responsibility for observance of reliability indicators and quality of energy services. The methodological approaches to management of innovative and investment activity of energy infrastructure companies based on benchmarking. The approaches are developed to increasing the energy efficiency of the power industry companies by introducing the Unified Energy Management and Innovations System. The proposed transformation in the energy efficiency management of energy infrastructure enterprises is carried out based on «saving» production and benchmarking of energy effectiveness. The research on energy saving approaches based on the application of the energy service contract is conducted. The work has developed approaches to developing a methodological framework for measuring and verifying energy efficiency. The algorithm of estimation of energy saving measures is given. It is proposed to conclude two main types of state (municipal) energy efficiency contracts. A comparative study was carried out on the implementation of the leasing and concession mechanism in the network of communal enterprises and state-owned enterprises. The roadmap of the concession mechanism was developed.
