The thesis is devoted to the substantiation of the theoretical and methodological foundations of management of professional specialists training in the educational environment of the college. The theoretical and methodological bases of management of professional specialists training in the college educational environment as a set of principles, approaches, concepts, methods, diagnostic measurements have been determined and substantiated. The system of management of vocational training in the educational environment of the university college has been modeled in the unity of the structural components (purpose, conceptual basis, object, subject, expected result, integral criterion of management), functional connections and the system-forming component - the educational environment. The diagnostic tools for monitoring the state of the educational environment of the university college have been developed as a result of managerial impacts on professional training of specialists. The content of the basic concepts of the research – «university college», «educational environment of the university college», «management of vocational training in the educational environment of the university college» has ben formulated. The component structure (personal, axiological-semantic, information-content, organizational-active, spatial and substantive components) and functions (polystructural educational in the unity of educational-professional, educational-socializing, educational-cultural functions and personalized-developing function) of the educational environment of the university college have been determined; its typology (innovative-professional, formal-professional, pragmatically-oriented, formal general cultural educational environment) has been developed. The genesis of the development of specialists training in the United States community colleges has been traced, its features, which are expedient to implement in the domestic educational practice (focusing on the needs of local communities, cooperation with stakeholders, accessibility to the public, flexibility and mobility of training programs, involvement in transfer programs). Have been determined, the conceptual bases of the environmental approach in higher education have been specified; the content of the notion «educational environment of higher educational institutions». the functions of education as a social institution; higher education as a component of the system of continuous vocational education; essential features of vocational training in colleges; the purpose of the university college, the features of the US system of higher education; the further development of the theoretical foundations of the environmental approach in education, which qualitatively changes professional specialists training in the knowledge society; the conceptual ideas regarding functioning of models of continuous vocational education in colleges (including within the university (training-methodological research-production educational) complex); the research of modern management trends in education; diagnostic methods for assessing the state of the educational environment of higher educational institutions as a result of managerial influences.
