The thesis has solved an important scientific and technical problem related to the development of scientific bases for the interaction of elements of the telecommunication system and the virtual external computing environment in order to improve QoS of hybrid telecommunication services due to the adaptive choice of computing resources, systematization and improvement of flow management methods between service providers the entities of a heterogeneous telecommunication environment to guarantee quality service end users and controlled use of computing resources in the context of the complication of service structures, increased requirements for service quality indicators and continuous increase in traffic volumes.
