Essay

In the dissertation, a new conceptual approach was developed to solve the actual problem of the scientific justification of the strategic priorities and growth mechanisms of the construction sector in Ukraine. The research carried out in dissertation allowed us to obtain a number of interrelated scientific and practical results at various levels: methodological, theoretical, and empirical. The growth mechanisms in the construction sector according to the increasing social and economic changes in the state, which involves the systematic implementation of organizational-economic, normative-legal, institutional and informational measures to complete strategic priorities of its stable development, has been substantiated. A concept has been developed to form the strategy for the sustainable development of the construction sector of the economy in Ukraine, which is based on the principles of cyclical economy, energy conservation and is focused on economic, social and environmental development. A cognitive map showing the influence of the construction sector on the development of the Ukrainian economy has been developed, which allows us to evaluate the dependence of each macroeconomic component on the key indicators of its functioning and to predict socio-economic changes in the state, with the participation of the construction sector included. A methodology for studying growth of the construction sector of the Ukrainian economy is proposed. It includes a number of step-by-step processes united into blocks that, on the basis of appropriate macroeconomic indicators, allow us to determine in sequence the formation imperatives, system characteristics and development trends of the construction sector, the level of safety and efficiency of its potential use, to characterize the spatial structural th decomposition of the construction sector with the release of an exploded strategic priorities of its development. A model has been developed for the construction sector using the uncertain set method, the value ranges and terms for the labor resource, productive, raw materials resource, financial investment and foreign economic component (input variables) and the share of the construction sector in GDP and the index of correlation between construction and production of industrial products (output variables), in order to calculate their optimal impact levels and form the surfaces of their predicted values. The essence of the concept of "building sector" has been improved as an set of interrelated sectoral, techno-technological, organizational-legal, institutional characteristics, economic goals and functions of components of the national economy taking part in the formation of construction products (buildings and structures) of residential, social, commercial , industrial, agricultural and infrastructure facilities. The institutional support of development of the Ukrainian construction sector has been improved, which includes measures to develop the institutional environment, namely: formal institutes, informal institutions, mechanisms for identifying violations of norms, standards and rules, and mechanisms preventing violations as well. The theoretical and methodological approach has been improved to evaluate the structural changes in the construction sector, which, on the basis of indexing, rate and intensity of structural changes, allows us to reflect the dynamics of the economical structure, to compare different structural changes, to detect the dichotomy and asynchronous changes, and to determine the level of structurally generating impact; Economic tools and means of regulatory policy to develop the construction sector are proposed, taking into account incentives for authorities, business entities and the public.
