This dissertation is devoted to the theoretical generalization and new solution of the scientific-applied problem of the development of scientific- methodological principles and methodical provisions and the practical toolkit for high-technological industrial ventures development management in the conditions of innovative transformational economics model realization. This let the author to diversify approaches to the high-technological enterprises development on the ground of innovative governmental politics, competitive markets and wide intellectual capital attraction maintaining a single space for science and high-technologies with co-working with EU.
Giving the current trends in the transformation of production factors that affect the development of high-tech industrial enterprises, it is necessary to develop high-technological forecasting as a fundamental tool for the development of its policy and strategy in the face of significant changes, digitalization of the industrial enterprise. The methodological basis of forecasting the development of high-tech enterprises will help them to achieve flexibility and adaptability to technological changes; to be able to timely understand the benefits of those technological advances that allow enterprises to achieve maximum benefits in competition according to the rules of the modern world.
Based on the diagnosis of the state of high-tech activities of domestic industrial enterprises, the author makes appropriate conclusions about its lack of efficiency and the loss of the state strategic component of development. As one of the options for correcting the negative situation, the scientific and methodological support for the development and functioning of the mechanism of social partnership in the development of high-tech industrial enterprises is proposed. The result is a social and economic effect of the introduction of high-tech projects (increased investment activity of enterprises, their targeted support, reducing the level of risks in investing projects, accelerating their implementation and increasing tax revenues).
The developed methodical approach to the formalization of / choice of control strategy development HT engineering enterprises on the basis of the determination of dynamic compliance between the strategic activities and innovation management; effective use of innovation resources; the formed algorithm of the evaluation HT development and develop a basic strategy map, which gives the opportunity to develop the overall mission of the company to realistic innovation strategy, to quickly analyze the results achieved and adapt the HT transform according to the development strategy of the HT enterprise.
The proposed methodological approach to the assessment of the production potential of high-tech industrial enterprise covers the main internal processes taking place in various functional areas of the production potential of the enterprise and is a detailed rating assessment of indicators characterizing the state of the production potential, the level and efficiency of its high-tech development. The result is a systematic view of the production potential of the enterprise, which makes it possible to identify the strengths and weaknesses of its development, as well as allows you to purposefully adapt the structure of a high-tech industrial enterprise to the impact of the environment on its activities.
It is proved that the methodological support of the formation and effective functioning of the organizational structure of high-tech industrial enterprise with the definition of relationships between its adaptability, efficiency and efficiency of business processes, which allows to justify, in the form of the developed algorithm, the optimization of business processes and provide an appropriate basis for the formation of an innovative strategy for the development of the enterprise.
The substantiation of the possibilities of management technologies and information-analytical support to implement the tools of intra-entrepreneurship in the process of HT activity, which is characterized by the criteria of analysis: focus and increase of production efficiency, strategic certainty, certain advantages in the use of a variety of resources, positive experience of domestic and foreign industrial enterprises, has been further developed. The formation and development of intra-entrepreneurship at the HT enterprise gives it financial (increase in profits, introduction of previously unused resources of basic enterprises into economic turnover), strategic (expansion of clientele, development of new markets) and technological (development of innovations) advantages.
