Essay

The concept of “rural territories” is clarified by the author in terms of recognition of its systemic phenomenon and as well as a scientific category. The conceptual approaches to the development of rural areas, which provide equilibrium (balanced) combination of economic, social and environmental goals. General theoretical approaches to the organization of rural territories and regulation of their development, which, through the influence of factors and principles on the state of their functioning, allowed to form a hierarchy of regulation at different levels of government (national, regional, district and basic). A scientific doctrine has been formed for the development of rural areas by establishing standards of compliance with the mixed model of international practice of regulation of spatial development, regulation of business processes, public and rural development programs. The institutional and legal principles for the development of rural territories are proposed based on the functional ability of the subjects of regulation at different levels, which provides for the use of the program and target method of constructing a logical chain of the sequence of the formation of the state policy and legislative field of its implementation at the national level.
