The research presents the theoretical and methodological substantiation of the concept, methodical system, pedagogical conditions and technology of formation of professional competence to future border guard officers in the process of training in military and special disciplines, as well as the results of experimental verification of their effectiveness in the conditions of a higher military educational establishment. The essence, structure and content of professional competence of future border guard officers are revealed. It is found out that this is an integrative personal characteristic that encompasses a dynamic combination of special professional knowledge, abilities and practical skills in the field of state border security, ways of thinking, professional, ideological and civic qualities, professional and ethical values, and determines the ability to successfully carry out professional activities on the defense and protection of the state border and further professional development.
The concept and methodical system of formation of professional competence to future border guard officers in the process of training in military special disciplines is presented. The methodical system is a holistic, multicomponent entity that includes integrated, interconnected systemic links of its main elements: cadets, teachers, the objective of military special disciplines training, their content, methods, means and organizational forms of education, as well as methods for diagnosing professional competence. The main elements of the methodical system are the subsystems of goals and tasks; methods of teaching military special disciplines; activities of the scientific and pedagogical staff at the higher military educational establishment; forms of organization of cadets’ training in military special disciplines; the content of training in military special disciplines; correction of the content of military special disciplines; the cadet’s activity; the control of the results of the formation of professional competence to future border guard officers in the process of training in military special disciplines; means of forming professional competence to future border guard officers; the results of the formation of professional competence to future border guard officers.
The implementation of the methodological system is provided by the technology, which involves four stages according to the years of cadets’ training at a higher military educational establishment.
The first stage involves training of a junior border guard inspector – the junior of the border guard. The second stage is the training of the border guard inspector (the senior of the border guard). At the third stage, it is envisaged to prepare the head of the section of border guard inspectors (the senior of the shift of border guards). The fourth stage involves training of cadets for functioning as the head of the department of the border guard service.
The technology involves the implementation of pedagogical conditions that activate functioning of all subsystems of the methodical system of forming professional competence to future border guard officers in the process of training in military special disciplines.
The dissertation defines the organizational and didactic principles of training of defense and law enforcement officers in the 20th‒21st centuries in the countries of Europe and in the USA. It has been found that this process in educational institutions of the countries of Europe and in the USA is based on the principles of value approach, the concepts of pragmatism, behaviorism, humanistic paradigm, technological determinism, meritocratic concepts in particular. Combined application of approaches and principles of fundamentalization and interdisciplinarity contributes to improving the quality of professional training of officers, which has a complex and split-level character. The training consists of several stages: primary, secondary and higher levels.
The structural model of the methodical system of formation of professional competence to future border guard officers in the process of training in military special disciplines, as well as a methodology for diagnosing the level of formation of professional competence to future border guard officers based on the use of criteria, indicators and characteristics of levels are presented in the dissertation.
The results of the experimental verification of the concept and effectiveness of the methodological system, pedagogical conditions and the technology of the formation of professional competence to future border guard officers in the process of training in military special disciplines proved the validity of the hypothesis.
The implementation of the methodical system has improved the quality of training of officers for the SBGSU ensured mutual responsibility of the subjects of the educational process for the final results of training of border guard officers.
