Kovshun N. Formation of the system of sustainable water use in Ukraine

It is developed the categorical field of theories of water management and national economy. The resource and functional space of the water economy within the national economy is outlined. The structural and dynamic changes in the national social and economic system are analyzed. Based on the dual analysis of the specific weight of water rent, the role of the water factor in ensuring the functioning of the national economy is assessed. The financial and economic regulators of the efficiency of the system of sustainable water use are investigated. The rent regulation of financial flows generated in the process of water use on the basis of direct and related indicators is analyzed. The sectoral and territorial stratification of water rent is determined. The determinants of the system of sustainable water use on the basic spheres of the national economy have been identified. A complex of measures has been developed for the realization of object and target management of the system of sustainable water use in practice. The certification of objects on the effectiveness of water management is proposed. A binary way for assessing the effectiveness of water management is developed on the basis of a multidimensional system of relative indicators. The substantiation of expediency of implementation of the system of sustainable water use in Ukraine by means of forecasting of GDP of Ukraine has been substantiated.
