It is proved that there is a direct relationship between the development of the domestic market of oilseeds and the development of the seed industry of oilseeds, since varieties and hybrids form promising areas for the use of oilseeds and are a source of increasing their productivity. Methodical approaches to the effectiveness of introducing new varieties and hybrids of oilseeds have been studied. The main trends are analyzed and directions for the development of the further development of the domestic market for oilseeds are identified, taking into account the demand for seeds from producers and proposals from breeding institutions and companies. An assessment of the development of market of oilseeds by natural and economic conditions was carried out. The efficiency and competitiveness of domestic varieties and hybrids of oilseeds has been studied. Proposed changes in the regulatory and legal framework for production of oilseeds crops for state control and the creation of favorable conditions for the innovation and investment attractiveness of the crop industry, for increasing the production of domestic seed varieties and increasing its domestic consumption and expanding export opportunities by improving the quality of production and refinement. Developed methodological approaches to the effectiveness of the introduction of new varieties and hybrids of oilseeds, based on the determination of the total area of sowing under specific varieties and hybrids of oilseeds. Has been of calculated the forecast of demand for oilseeds. Has been studied the advanced world experience in the organization of seed oilseed crops in order to control the production and refinement of seeds to optimal sowing conditions and create a secure market segment. Proposed improvement of state policy regarding the mechanism of support of domestic breeding, improving the competitiveness of domestic varieties and hybrids, expanding the parameters of the oilseeds market, the effectiveness of inspection of seed crops and quality control of seed production.
