Object of research: processes of using the potential of unobservant economic effects in the conditions of institutional modernization of enterprises in the agrarian sector. Aim: to develop theoretical and methodological foundations and to substantiate methodical-applied principles of institutional modernization of enterprises of the agrarian sector of Ukraine in conditions of unobservant economic processes. Methods: historical-logical, systematization and generalization, statistical groupings and averages, monographic, expert-analytical, induction, deduction and system analysis, graphic, modeling and forecasting. Novelty: for the first time the author's version of the theory of an unobserved economy was first developed; it is substantiated that the main prodromal factors of the emergence of market economy dysfunctions, which are also manifested in the form of unobserved economic processes in the activities of agrarian enterprises, is the incorrect state economic policy in its institutional sense; the conceptual foundations of unobservant economic processes are revealed; the principles of organizational and managerial mechanism were developed and proposed; the author's general methodical approach to identification of unobservant economic processes in the activities of enterprises of the agrarian sector and their role in the dynamics of the institutional environment is presented; the theoretical and methodological foundations of the institutional theory concerning the processes of modernization of enterprises of the agrarian sphere of Ukraine, methodological approaches to compensating and eliminating socio-economic destructive processes caused by the effect of the unobservant economy, algorithm of recognition, evaluation and compensation (in some cases, destruction) of unobservant economic schemes in the industry, methodological and organizational principles for carrying out modern financial decentralization as a kind of institutional modernization, conceptual content of known theories of government regulation in the context of the development of regulatory instruments have been improved. Scope of application: in the work of the Vinnytsia Regional Council, the Bershad branch of the Haysin Unified State Tax Inspectorate of the Main Directorate of the SFS in Vinnytsia region, as well as the Pyatkivky, Balanivsky Village Councils of Bershadsky district of Vinnytsya region, in the educational process of Vinnytsia National Technical University, Vinnytsia Educational- Scientific Institute of Economics of Ternopil National Economic University.
