Essay

The thesis (in the form of monograph) deals with investigation of the system of principles of electoral law, of their content and the role for the electoral law as a branch of law. The principles of electoral law are considered in the context of general theoretic problem of principles of law, of their meaning as high imperative requirements. The problem of the content of principles fixed with their names only is considered; its solution is proposed by a way of formulating legal requirements being constituents of the corresponding principle. The systematization of principles of law influencing substantially on the legal regulation of elections is made. Besides the most general principle of the rule of law, groups of constitutional principles of representative democracy, branch principles of the electoral law (including principles of universal and equal suffrage, free, fair and genuine elections) as well as institutional principles of some election law institutes (especially, institutes of voting, electoral process, election management bodies) are highlighted.
