Essay

The thesis defines theoretical premises of emergence of a phenomenon of non-state law-enforcement activities as an essential public demand in new socio-political conditions. It ascertains content of law-enforcement activities as statutorily defined influence of an authorized subject on a situation that has indication of illegality or is capable of causing illegal effects and also on persons who are in conflict with law. The thesis elaborates the concept of non-state law-enforcement activities as settled by the norms of Administrative Law type of activity constituting provision of chargeable contractual or free public services to citizens and organizations with the aim of protecting and securing legitimate rights and interests of citizens, organizations, society and the state in the order and form established by the latter.
