Butenko V. State Regulation of the Bioeconomy Development

The dissertation is devoted to the substantiation of theoretical principles, methodological approaches and development of practical recommendations regarding the influence of state regulation on the bioeconomy development. There was developed and supplemented the theoretical basis of the state intervention necessity in the development of the bioeconomy. The model of state regulation of the bioeconomy development has been improved. In contrast to existing instruments, it includes social partnership and noncommercial marketing of the bioeconomy development that aim at more effective implementation of bioeconomy. For the calculation of the integral indicator of bioeconomy development the methodical approaches were proposed. It makes possible to compare its level of development in different countries in order to determine the plurality of options for choosing the optimal tool of state regulation. The complex model of the Coordination board functioning for the development of the bioeconomy in Ukraine was developed. It is based on the principles of social partnership and can ensure the most effective use of all instruments and mechanisms of the state regulation of the bioeconomy development and consists of elected representatives from the authorities, business, the public and the scientific sphere. There were determined the basic socio-economic priorities of the bioeconomy development and the social responsibility of the bioeconomy was also established. We made the proposals for improving the innovation, investment, foreign economic policy and normative basis of the bioeconomy functioning as the state regulation instruments of the bioeconomy development. There was estimated the influence of the state regulation instruments on the development of the bioeconomy on the basis of the developed quantitative economic-mathematical model.
