Essay

The theoretical foundations of consulting as a scientific category by historical approach are investigated. The author's interpretation of the conceptual and categorical apparatus of the research is offered. The economic essence of consulting interaction (CI) as a type of business communications is discovered. The conceptual model of the organizational and economic mechanism of CI between the consulting company (CC) and the client company is constructed. The content and correlation of its basic components is substantiated. The effect of communicative convergence forms the conceptual core of the model and it is identified as the effective impulse of the CI communication process. The foreign experience of the consulting industry is researched with regard to outside of the world market and its separate segment – the European market of management consulting. Issues of consulting market forming in Ukraine are clarified by estimation of the stages of maturity according to directions of certain services (goods) realization for corresponding types of economic activity. The structural position of consulting in the National Innovation System (NIS) of Ukraine is substantiated. It will help to solving the problematic tasks of customer enterprises in the process of developing public-private partnerships and international cooperation. The organizational model of the institutional mechanism of consulting in the structure of Ukrainian NIS is offered. The necessity of national classifier alignment for economic activities in accordance with the recommendations of FEACO is substantiated. The relevance of the application of the CI’s principles in the telecommunication (TC) services market is proved. They are implemented through the system of development managing of the TC industry. That will help to create conditions for expansion of a network of high-quality information and TC services in the domestic services market. The institutional determinants of consulting interaction of the Ukrainian TC enterprises are substantiated. They are proposed to be implemented by the Strategic model of increasing the innovative potential of the CC in the Ukrainian NIS structure. The information and knowledge nature of the enterprise CI mechanism is proved. Its main competitive advantage is a set of consultants` competencies. The competences were assessed by the levels of human capital development of CC using the hierarchy method and priorities, taking into account the desired set of competencies, requirements of the customer enterprises and on the basis of the International Standard ISO20700:2017 ‘Guidelines for management consultancy services’. ‘An effective consultant’ model is developed. It will allow qualitative selection of staff (consultant-manager, consultantexpert, consultant-specialist) according to the needs and goals of the CC.
