Hladkova Y. Criminological Principles of the Strategy and Tactics of Counteracting Drug Crimes in Ukraine

The dissertation is the first research in Ukraine, where the author comprehensively, using modern methods of cognition, taking into account the latest achievements of legal science at the systemic level of analysis and generalization, has revealed, described and explained the phenomenon of criminological principles of the strategy and tactics of counteracting drug crimes in Ukraine, has predicted the tendencies of their development and transformation in the present situation, and has suggested an extensive system of improvement measures. The phenomenon of drug crimes has been characterized. The state, structure and dynamics of drug crimes have been researched, as well as tendencies in the transformation of drug crimes in Ukraine have been determined. The author has analyzed the socio-psychological and subcultural features of the environment of drug dealers, drug addicts and persons who allow the non-medical use of narcotic drugs and psychotropic substances. The strategy for counteracting drug crimes has been defined and characterized. World models of strategies for counteracting drug crimes have been described. The parameters of the national strategy for counteracting drug crimes on the basis of the so-called “prohibited model” have been defined. The state of international cooperation in counteracting drug crimes has been characterized. The concept and system of tactical measures of counteracting drug crimes have been analyzed. Specifics of special and criminological prevention of drug crimes have been researched. The role of mass media in the prevention of drug crimes has been described. The model of individual prevention of drug crimes has been considered. Directions and forms of providing strategy and tactics of counteracting drug crimes have been systematized. The programming of strategy and tactics of counteracting drug crimes has been characterized. The policy and ideology of counteracting drug crimes have been analyzed. Information and analytical provision of the strategy and tactics of counteracting drug crimes has been studied. Measures to improve the strategy and tactics of counteracting drug crimes have been determined.
