Object: processes of development and transformation of the national economy under the influence of socio-cultural factors. Purpose Theoretical and methodological substantiation of the influence of cultural factors on the development of economic systems in the transformation period and the proposal of practical recommendations to help the development of the driving forces for the development of socio-cultural economic systems. Methods: systematic approach; synergistic approach; axiological approach; econometric method; cliometric approach. It is offered: the methodological foundations of the development of the state concept of socio-economic development of the national economy under the influence of socio-cultural factors are proposed; scientifically substantiated theoretical and methodological and applied provisions of the formation and implementation of the institutional algorithm for ensuring the production and reproduction of intellectually-cognitive resources of national economy development; the conceptual approach of becoming a national type of nooeconomics has been developed; conceptual approach of the concept «socio-cultural economic system».
